The correct answer is: 5 :1
In elastic collision, if u1 and u2 are initial velocities and v1 and v2 are final velocities of bodies with masses m1 and m2 respectively, then

v1=m1-m2m1+m2u1+2m2m1+m2u2.

If the second ball is at rest, i.e., u2=0, then

v1=m1-m2m1+m2u1

According to the question,

23u1=m1-m2m1+m2u1    v1=23u1

    2m1+2m2=3m1-3m2

   -m1=-5m2

 m1m2=51
