at the instant just before the body hits the earth
We know
$$
P=\overrightarrow{\mathbf{F}} \cdot \overrightarrow{\mathbf{v}}=F y \cos \theta
$$
So just before hitting $\theta$ is zero and both $F$ and $v$ are maximum.
