The magnetic field through the circle is constant as current through the straight wire is constant. So,
$$
\frac{d \phi_{B}}{d t}=0
$$
As, $\quad E=\frac{d \phi_{B}}{d t}=0 \quad \therefore \quad I=\frac{E}{R}=0$
Here, no current is flowing in circle.
$$
