A particle moves along a circular path with speed, then the angular momentum is given by
$\overrightarrow{\mathrm{L}}=\overrightarrow{\mathrm{r}} \times \overrightarrow{\mathrm{p}}=\overrightarrow{\mathrm{r}} \times \mathrm{m} \overrightarrow{\mathrm{v}}$
When the speed v decrease, the magnitude of of angular momentum decreases. But the direction of angular momentum remains constant.
