When a person driving a car suddenly applies the brakes, the lower part of the person body slower down rapidly with the car but upper part of the person body continues to move forward (with same speed in same direction) due to inertia of motion.
If driver is not wearing seat belt, then he falls forward and his head can hit with steering.
If driver is not wearing seat belt, then he falls forward and his head can hit with steering.
