dVdt = 1mVcm
For a potentiometer 1 cm of wire has 1 mV of voltage
So,
400 cm has 0.4V.
Given R must be connected in series
ΔV=0.4=28+R ×8
8+R=160.4=1604=40
      R=32Ω
