$400 \Omega$

Minimum current $=10 \mathrm{~mA}\left(\mathrm{I}_{\mathrm{L}}=0\right)$
$$
\mathrm{R}_{\mathrm{S}}=\frac{\mathrm{V}}{\mathrm{l}}=\frac{4 \mathrm{~V}}{10 \mathrm{~mA}}=400 \Omega
$$
