The bulb which draws the maximum power will light up most brightly.

Since, all the bulbs have the same resistance, the bulb having maximum current will light up the brightest.

Maximum current flows through bulb (1) because other bulbs are in parallel connection. Hence, the current will distribute in them according to Kirchoff's first law.

Therefore, bulb 1 will light up most brightly.
