Both (A) and (R) are correct but (R) is not the correct explanation of (A)
$\mathrm{SiF}_6^{2-}$ is formed but $\mathrm{SiCl}_6^{2-}$ is not because $\mathrm{Cl}$ has greater size than $\mathrm{F}$. Therefore, larger size of anions cannot form complex with silicon.
Electronegativity of $\mathrm{F}$ is higher than $\mathrm{Cl}$ but cannot explain about Assertion.
