The correct answer is: $A$ is false but $R$ is true.
Television signals lies in region of $40 \mathrm{MHz}$ to $900 \mathrm{MHz}$, so these are not reflected by ionosphere and can be communicated by using a satellite only. It is because, ionosphere reflects electromagnetic wave of frequencies in the range of $3 \mathrm{MHz}$ to $30 \mathrm{MHz}$. Hence, Assertion is false but Reason is true.
