Pb4+ is less stable than Pb2+ due to the inert pair effect. So, Pb4+ compounds are very good oxidizing agents. 

Pb4+ converts itself into Pb2+ to attain stability, the process is: 

Pb4++2e-  Pb2+ 

Pb4+ is a very big cation and it's association with 4 anions like I- is not possible. Therefore, PbI4 does not exist and all other molecules exist.
