Photoelectric effect can be explained on the basis of quantum theory or particle nature of light where wave nature of light fails to explain the photoelectric effect. The number of photoelectrons is proportional to the intensity of incident light. $I=n h v$ where $n$ is the number of photons emitted/ absorbed per unit area per second. $n$ and $h v$ are independent factors.
