At room temperature, the reaction between water and fluorine produces $\mathrm{F}^{-}, \mathrm{O}_{2}$ and $\mathrm{H}^{+}$ Fluorine, being non-polar molecule, readily dissolves with water and forms mixture of oxygen and ozone as shown below
