Blood is a colloidal solution and ${\text{FeCl}}_{\text{3}}$ is a strong coagulant. Blood contains colloidal impurities and ${\text{FeCl}}_{\text{3}}$ neutralizes the charge on these colloidal impurities and clotting of blood begins which blocks the vessels and prevents any further flow of blood.
