(b) \(\mathrm{F}^{-}\)can donate electron pair. Hence, it is a Lewis base.
(c) \(\mathrm{H}^{+}\)can accept electron pair. Hence, it is a Lewis acid.
(d) \(\mathrm{BCl}_3\) is deficient in electrons as its octet is incomplete. Hence, it can accept electron pair and is, therefore, a Lewis acid.
