The correct answer is: 22

The initial kinetic energy, K.E.i=12mv2, and final kinetic energy, 
K.E.f=12m2v'2, given,
 12×m2v'2=12×mv2×16v'=32v

then initial momentum, mv and final momentum, m2v'=m242v=22mv

so net momentum is increased by 22, times.
