$10^{-2}$
For a first order reaction, rate constant does not depend upon concentration.
$\therefore$ Rate constant at $t_2=20 \mathrm{~min}$ also $10^{-2} \mathrm{~min}^{-1}$ (constant).
$\therefore$ Rate constant at $t_2=20 \mathrm{~min}$ also $10^{-2} \mathrm{~min}^{-1}$ (constant).
