The basic character of hydroxides decreases from LaOH3 to LuOH3. Due to smaller size of Lu, the LuOH bond attains more covalent character.
Also, due to Lanthanide contraction Zr 4+ and Hf 4+ possess almost the same ionic radii.
Ce 4+ is a strong oxidant.
