For charged spherical conductor, potential inside the sphere is same as that on its surface.

   Potential inside the surface, Vin=Vsurface

     1 4π ε 0 q 10 =V

and potential outside the surface, 1 4π ε 0 q 15

   The ratio V15V=q15×10q=23

V 15 = 2 3 V

    Vout=23V
