$I_{ε} = I_{C} + I_{B}$

$\Rightarrow Δ I_{ε} = Δ I_{C} + Δ I_{B}$

$4 mA = 3.5 mA + Δ I_{B}$

$\Rightarrow Δ I_{B} = 0.5 mA$

$\Rightarrow β = \frac{Δ I_{C}}{Δ I_{B}}$

$β = \frac{3.5}{0.5}$
