If $\mathrm{Cl}_{2}$ is passed through hot aqueous $\mathrm{NaOH}$, it results in the formation of sodium chloride and sodium chlorate as
$$
6 \mathrm{NaOH}+3 \mathrm{Cl}_{2} \longrightarrow 5 \mathrm{NaCl}+\mathrm{NaClO}_{3}+3 \mathrm{H}_{2} \mathrm{O}
$$
In $\mathrm{NaCl}$, let oxidation state of $\mathrm{Cl}$ be $\mathrm{x}$
$$
+1+x=0 \text { or } \quad x=-1
$$
In $\operatorname{NaClO}_{3}$, let oxidation state of $\mathrm{Cl}$ be $y$
$+1+y+(-2) 3=0$
$y-5=0$
