Inverse of $P(-3,5)$ w.r.t. circle is $A(1,3)$.
$\therefore \quad$ Slope of $P A: \frac{3-5}{1+3}=\frac{-1}{2}$
$\therefore$ Slope of polar $=2$
$\therefore \quad$ Equation of polar of $P$
$\begin{aligned}
& y-3=2(x-1) \\
& \Rightarrow 2 x-y+1=0
\end{aligned}$
$\therefore \quad$ Slope of $P A: \frac{3-5}{1+3}=\frac{-1}{2}$
$\therefore$ Slope of polar $=2$
