$4 \mathrm{Cms}^{-1}$
$v_{r m s} \propto \frac{1}{\sqrt{M}} \Rightarrow \frac{v_{\mathrm{O}_2}}{v_{\mathrm{H}_2}}=\sqrt{\frac{M_{\mathrm{H}_2}}{M_{\mathrm{O}_2}}} \Rightarrow \frac{C}{v_{\mathrm{H}_2}}=\sqrt{\frac{2}{32}}=\frac{1}{4}$
