Given, $9 < 4 x-1 \leq 19$
$\Rightarrow 9 < 4 x-1$ and $4 x-1 \leq 19$

$\Rightarrow x>\frac{5}{2}$ and $x \leq 5$
$\therefore x \in\{3,4,5\}$
