In chromyl chloride (CrO2Cl2), the oxidation state of chromium (Cr) is +6.

So, Cr (VI) = [Ar]18 3d0

For the given elements the configuration is,Mn(VII) = [Ar]18 3d0

Fe(III) = [Ar]18 3d5

Ti(III) = [Ar]18 3d1

V(IV) = [Ar]18 3d1

So among the given options Mn(VII) and Cr (VI) will have same number of d-electrons.
