$\mathrm{Cl}>\mathrm{F}>\mathrm{S}>\mathrm{P}$
Among the given elements, $\mathrm{Cl}$ has the highest negative electron gain enthalpy due to its size and electronegativity. Fluorine has smaller electron gain enthalpy than chlorine due to smaller size and very high electronegativity. Among S and P, S had a higher negative electron gain enthalpy due to higher electronegativity .
Thus, the order will be :-

\mathrm{Cl}>\mathrm{F}>\mathrm{S}>\mathrm{P}
$$
