The correct answer is: 6π

Let the chord of contact is PQ which touches x2+4y2=4 at R
Now, assume R=2cosθ,2sinθ
Equation of the chord of contact PQ is hx+2yk=6..i
Again, the equation of the tangent PQ is xcosθ2+ysinθ1=1..ii
From i and ii, we get,

 h2cosθ=2ksinθ=6
cosθ=h3,sinθ=k3x2+y2=9

Hence, the perimeter of the circle is 6π units
