The vascular cambium is a meristematic tissue that is responsible for lateral growth and the continued production of new xylem and phloem. In woody roots the vascular cambium (the lateral meristem that gives rise to secondary phloem and secondary xylem) originates from the pericycle and conjunctive tissue. Since it is formed due to dedifferentiation of permanent tissue hence it is secondary meristem.
