Trialkyl ammonium hydroxide undergoes Hoffmann elimination to give less substituted alkene. Elimination of more acidic $\mathrm{\beta }$ -H occurs from that $\mathrm{\beta }$ -carbon, which is joined to largest number of hydrogens. Thus, elimination of H occurs opposite to that of Saytzeff rules.
