Step 1 First of all cyclohexanone react with Et $\mathrm{MgBr}$ and $\mathrm{H}_2 \mathrm{O}$.
Step 2 In the presence of $20 \% \mathrm{H}_3 \mathrm{PO}_4$ elimination undergoes and water is removed resulting alkene is formed.

Step $3 \mathrm{HBr}$ react with alkene forms haloderivative.
