Differentiating the equation of ellipse, we get
32x dx dt +18y dy dt =0
32xdxdt=-18ydydt
As dxdt=-dydt
32x=18y
16x=9y
Putting in the equation of the ellipse, we get,
16 x 2 + 256 81 9 x 2 =400
x2+169x2=25
x=±3
y=±163
a=3,b=163
a+3b=3+16=19
