From binomial distribution,
$P(X=r)={ }^n C_2 P^r q^{n-r}$
Probability that event happens at most once,
$P(X \leq 1)=P(X=0)+P(X=1)$
$\begin{aligned} & ={ }^3 C_0(0.2)^0(0.8)^{3-0}+{ }^3 C_1(0.2)^1(0.8)^{3-1} \\ & =\frac{3 !}{0 ! 3 !} \times 1 \times\left(\frac{8}{10}\right)^3+\frac{3 !}{1 ! 2 !}\left(\frac{2}{10}\right)\left(\frac{8}{10}\right)^2 \\ & =\frac{64}{125}+\frac{48}{125}=\frac{112}{115}=0.896\end{aligned}$
