$\frac{\mathrm{R}_1}{\mathrm{R}_2}=\frac{2}{3}$
Moment of inertia, $\mathrm{I}=\frac{2}{5} \mathrm{MR}^2$ $\mathrm{I} \propto \mathrm{R}^2$
$$
\frac{I_1}{I_2}=\left(\frac{R_1}{R_2}\right)^2=\left(\frac{2}{3}\right)^2=\frac{4}{9}
$$
