For bulbs, Power, $P=\frac{V^2}{R}$
$\Rightarrow R \propto \frac{1}{P}$, Assuming same voltage source
Hence, bulb with least power has highest resistance i.c., $100 \mathrm{~W}$ bulb filament has high resistance.
