When concentration is low soap behaves as a normal solution of electrolyte in water. But after critical micelle concentration (which is $10^{-4}$ to $10^{-3} \mathrm{~mol} \mathrm{~L}^{-1}$ for soap solution) colloidal solution is formed due to aggregation of colloidal particles.
