The correct answer is:
It is soluble in aq. NaOH and does not evolve $\mathrm{CO}_{2}$ withe aq. $\mathrm{NaHCO}_{3}$
Phenol is a weak acid. It reacts with $\mathrm{NaOH}$ to produce salt.

\end{array}
$$
But it is not sufficiently acidic to evolve $\mathrm{CO}_{2}$ from NaHCO $_{3}$ solution.
