Potential difference is given by dV=-E·dr, If E is zero, the potential will remain constant.

For Reason,

If in a region electric field is zero, net flux through any closed surface in that region will be zero. Therefore, if electric field is zero, according to Gauss's law the charge inside the region should be zero. Therefore, reason statement is correct, but it does not explain why the potential is constant.
