Given here, 

Length, L=1 m and extension in length,  ΔL=0.4×10-3 m

Mass of load, m=1 kg and diameter of wire, d=0.4×10-3 m

Young's modulus is given by

Y=FLAΔL=mg×1πd240.4×10-3

Y=10×4π0.4×10-32×0.4×10-3

Y=40×722×64×10-3×10-9   

Y=0.199×10-12 N m-2

Error in measurement of Young's modulus,

ΔYY=ΔFF+ΔLL+ΔAA+ΔΔLΔL

=0.020.4+2Δdd=0.24+2×0.010.4

=0.12+0.12=0.1

=0.199×10112×1010

Hence, the value of x=2.
