Gene regulation is the mechanism of controlling expression of genes in a cell's DNA. For a gene to work and produce its protein, it must get transcribed. If it is not transcribed then its protein will not be formed. Similarly, if lactase is not formed in a lactose intolerant individual that means the gene for making the enzyme is not getting transcribed in the intolerant person.
