Given circles are

x2+y2-4x-6y+12=0  ...1

c12,3 & r1=4+9-12=1unit

& x2+y2+4x-2y-4=0   ...2

c2-2,1 & r2=4+1+4=3units

Let c be the internal centre of similitude, it divides c1c2 in the ratio r1:r2 internally.
