An electric field varying linearly with time will not produce variable magnetic field as current will be constant.

A decelerating charged particle can result in a time varying magnetic field by emitting radiation.

Similarly a permanent magnet has a constant magnetic field and a direct current does not change its direction and cannot produce a magnetic field.

An antenna can modulate the digital signals .
